Help – Language Switcher Problems

We translated our website and embedded the language switcher and did the header and footer, but when we published the pages. Here is what happens.
When you go our CCN website https://www.canadiancybersecuritynetwork.com the language switcher is there at the top and when I switch the language it momentarily shows the french before switching to english and pops up the other little english french switcher? So I switch it to french again. and this time it works
but it only works for that page, if I go to another page it’s in English, it does not stay in the language of choice.
Also sometime by switching pages the language switcher module (both of them disappear.
Any thoughts as to what is going on and what we can do to fix it? This is fairly important.
